Do not redistribute.
1. Open up any picture on photoshop, or save mine to follow along:
2. Duplicate your picture's layer
3. Go to FILTER > PIXELATE > MOSIAC
4. Set your Cell Size any number you want. I chose 45.
5. Set your your new layer to any opacity and setting. I chose 67% with Overlay
6. Your finished product should look something like this:
